Congresswoman Castor Files Federal Seaport Security Preemption Legislation

Moments ago, Florida Congresswoman Kathy Castor (D-Tampa) successfully filed an amendment to H.R. 2200 - the Transportation Security Administration Authorization Act directing the Secretary of Homeland Security to prohibit states from requiring separate security background checks for transportation security cards, and waiving the prohibition if a state is able to demonstrate a compelling homeland security reason necessitating a separate background check.
